Mamdani orders NYPD use-of-force review and reforms

Published 12 October 2026

New York City Mayor Zohran Mamdani has ordered the first comprehensive review of New York Police Department use-of-force policies in a decade and announced changes intended to prevent officers facing serious misconduct charges from retiring before disciplinary proceedings can be completed. The announcement on October 12 follows the retirement of Officer Salvatore Alongi, one of two officers involved in the fatal 2024 shooting of Win Rozario, a 19-year-old who was experiencing a mental health crisis. The Civilian Complaint Review Board has confirmed that Alongi will not face a departmental trial. A trial for the other officer, Matthew Cianfrocco, is expected to proceed, but no date has been set. Mamdani’s office said the review will take place over the coming months and include community input. The administration has not said when it will be completed or when its findings will be released. The mayor also announced an additional $2.6 million for the NYPD inspector general’s office. City Hall says the funding will triple the office’s staffing.
