UVU Review Finds Gaps in Security Planning for Kirk Event

Utah Valley University released an external review Friday of the September 10, 2025, shooting that killed Charlie Kirk, identifying gaps in event security planning and inconsistent use of university safety procedures while concluding that no UVU employee or agent acted in bad faith or with willful and wanton disregard for safety. The review, commissioned by the university, drew on more than 70 interviews and thousands of pages of records, according to the report’s description. It found that UVU had relevant policies and safety resources but did not consistently put them into practice for the high-profile outdoor event. The reviewers said there was no documented security assessment or comprehensive event action plan, and that security roles, staffing and emergency procedures were not sufficiently integrated. The report said the courtyard setting, surrounded by buildings and elevated areas, required detailed protective planning and a line-of-sight assessment. It also identified missed opportunities for a pre-event briefing and walkthrough involving university police and Kirk’s private security team.
