ICE Shooting in New York Leaves Key Moments Unclear

A 28-year-old man was shot and wounded by an Immigration and Customs Enforcement officer during an attempted arrest in New York, while his five-year-old child was in the car. The child was not physically injured, and the man survived. The circumstances that led to the shooting remain disputed. The encounter occurred on October 8 in Marble Hill, near the Bronx. New York City Police Commissioner Jessica Tisch said at least one federal officer fired seven rounds, striking the man in the neck. City officials said he was taken to a hospital; federal authorities later held him in immigration custody. The sources identify him as Oscar Belgal, though federal officials have spelled his surname differently. Surveillance footage released by the New York Police Department shows plainclothes federal officers approaching the car with guns drawn. The vehicle then moves forward and out of view.
