Ukraine alleges U.S. withheld warnings and limited satellite service

Published 15 October 2026

Ukraine accused the United States on October 14 of failing to warn it about Russian missile strikes and of limiting satellite communications used by its military, as attacks killed civilians and damaged energy infrastructure across the country. Washington denied that its intelligence-sharing policy had changed, and the accounts of who controlled reported communications limits differed. Ukrainian President Volodymyr Zelensky said Ukraine had received no timely warning from Western partners before ballistic missiles struck Kyiv overnight. He called the lack of notice unjust. Ukrainian officials have previously suggested that hard-to-detect missiles or technical problems could explain occasional warning failures. A senior Ukrainian official said Washington had recently threatened to stop sharing intelligence on Russian missile launches. US President Donald Trump denied making that threat, while a US official said the policy had not changed. The European Union also said it had no indication that intelligence-sharing had stopped. The reports did not establish whether missile-launch information was withheld before the strikes.
