India proposes three-part truce framework for Russia and Ukraine

India has proposed a three-part truce framework for Russia and Ukraine that would halt attacks on critical infrastructure, keep grain and energy shipments moving through Black Sea ports, and protect commercial shipping, according to people familiar with the proposal. The framework was conveyed to Ukrainian leaders during External Affairs Minister S. Jaishankar’s visit to Kyiv on September 3, the people said. The reports describe the proposal’s terms but do not establish that Russia or Ukraine has accepted any measure, or detail Russia’s response. The first element calls for a stop to attacks on energy facilities and other critical infrastructure. The second seeks continued movement of grain and energy through Black Sea ports. The third calls for attacks on commercial vessels in the region to end. Ukraine’s Deputy Foreign Minister Dmytro Sybiha described India’s plan as the most comprehensive among proposals Kyiv had received, and said Ukraine was open to truce proposals covering energy infrastructure and maritime security. His comments signal openness to discussing such measures, but do not amount to an agreement to implement India’s framework.
