Fitzpatrick Plans Bill to Block Russian Oil Purchases

Published 11 October 2026

Republican Rep. Brian Fitzpatrick said he plans to introduce legislation barring purchases of Russian oil and seek a House vote through a discharge petition, challenging President Donald Trump’s announced arrangement for Russian diesel supplies. Rep. Don Bacon, also a Republican, said he would support the proposal and sign the petition. Fitzpatrick announced the proposed Ronald Reagan Peace Through Strength Act on October 10. He said it would block any and all purchases of Russian oil and be brought to the House floor through a discharge petition, a procedure that can bypass House leadership if at least 218 members sign. The measure has been described as bipartisan, but the sources do not identify a Democratic sponsor. Bacon, of Nebraska, said he had agreed to be an original cosponsor. Fitzpatrick represents Pennsylvania. Their statements establish plans for the legislation and support for the petition, but do not confirm that the bill has been formally introduced or that the petition has gathered the required signatures. Trump announced on October 9 that Russia would supply 300,000 tons of diesel immediately, with additional shipments planned.
