York toilet-training pilot followed by fewer pupils needing support

A York pilot offering families toilet-training guidance and support was followed by a decline in the number of children starting reception without being fully toilet-trained, as 20 local authorities in England have signed up or are considering similar schemes. Results reported from York’s 55 mainstream primary schools show that 148 of 1,364 reception pupils, about 11%, were recorded as not fully toilet-trained in September 2025. In September 2026, the figure was 85 of 1,374 pupils, about 6%. Reports describe the reduction as either 42% or 43%; the available figures do not resolve that discrepancy. The comparison shows a change between intakes but does not establish that the pilot caused it. York’s scheme, developed by children’s charity Kindred Squared, provided guidance to families, parent workshops and training for early-years staff. Information was distributed through community services including schools, nurseries, GP surgeries, pharmacies, family hubs and libraries. In April, advice was sent with school-place offer letters to families whose children were due to start reception in September.
