U.S., Ukraine and Europe Hold Miami Peace Talks

U.S., Ukrainian and European officials met in Miami on Friday, October 9, to discuss proposals for ending Russia’s war in Ukraine, but announced no breakthrough. The talks, led by U.S. envoys Steve Witkoff and Jared Kushner, covered security arrangements, energy resilience and Ukraine’s postwar future as Washington sought a common proposal to present to Russia. Witkoff said the discussions addressed ways to de-escalate and conclude the war, grain exports, security guarantees, longer-term security arrangements for Ukraine and Europe, reconstruction, economic prosperity and Ukraine’s prospects for joining the European Union. His public summary did not set out specific terms or say whether the participants had agreed on a proposal. A person familiar with the talks said negotiators also discussed unspecified ideas concerning territory, as well as a postwar economic plan and a Europe-Russia security framework. The person did not provide details of the territorial ideas. The talks lasted six hours, according to that account. Although the meeting had initially been expected to span two days, it was not clear whether participants would reconvene Saturday.
