Trump Announces Russian Diesel Supply, Treasury Issues License

Published 9 October 2026

President Donald Trump announced a proposed Russian diesel supply arrangement after speaking with Russian President Vladimir Putin, while the U.S. Treasury issued a temporary license allowing specified transactions involving Russian-origin diesel through April 7, 2027. The license opens a legal channel for trade but does not confirm that fuel has shipped or will reach buyers. Trump said Russia would supply more than 300,000 tons immediately, followed by 500,000 tons in November and one million tons thereafter. He also described a further three million tons within a short period, conditional on the condition of Russian refineries. Those volumes and the schedule were presented in Trump’s social media post; the reviewed reporting does not establish that the deliveries have occurred. No binding written agreement beyond that post was reported. Trump has said the additional supply would bring down diesel prices. The announcement came as fuel costs had risen amid disruptions to energy markets, but the reports do not establish that the proposed deliveries have changed prices.
