Manchester City appeals Premier League financial-rule findings

Published 9 October 2026

An independent commission found Manchester City guilty of breaches of Premier League financial rules, and the club has appealed the decision. The findings concern alleged breaches between 2009 and 2018; the appeal’s outcome and any sanctions have not been decided in the information available. The commission found City guilty of 114 of 115 charges, according to one report. Manchester City disputes the findings, saying it is innocent and describing the judgment as unsafe and materially erroneous. The club has said it will pursue its appeal. The commission’s findings and City’s denial remain opposing positions while the appeal is pending. The decision has prompted reactions from clubs and managers ahead of Manchester City’s match at Liverpool on Sunday, October 11. Liverpool manager Andoni Iraola said the ongoing process creates uncertainty and urged patience until it concludes. Other managers have also called for the process to be respected and resolved, while declining to prejudge its outcome. Liverpool finished second to City by two points in the 2013-14 Premier League season, a result that has renewed attention on the potential consequences of the findings for rival clubs.
