NSA Launches Major Restructuring With New AI, China Centers

The National Security Agency is undertaking its most significant internal restructuring in at least a decade, creating five new mission centers focused on artificial intelligence, China, cybersecurity, combat support, and global intelligence. The plan, led by NSA Director Gen. Joshua Rudd, aims to accelerate the delivery of intelligence to military and national security decision-makers. Implementation of the new structure is scheduled to begin in October 2026, with a goal of reaching full operational capacity by January 2027. The reorganization was presented to senior NSA leaders earlier this month, initiating a 30-day clock for implementation. Some key details, including whether the new centers will replace existing divisions or add a management layer, remain unsettled. The restructuring elevates AI and China as distinct, top-tier priorities within the agency. It follows a joint advisory issued on September 8, 2026, by the NSA, FBI, and Cybersecurity and Infrastructure Security Agency, which accused six Chinese AI companies of conducting industrial-scale efforts to extract capabilities from leading U.S. AI models.
