Harris County investigates ICE vehicle strike in Houston
Harris County prosecutors are investigating after Miguel Parra Hernandez was injured during an Immigration and Customs Enforcement operation in Houston, as the district attorney and ICE give differing accounts of how an agency vehicle struck him. District Attorney Sean Teare said surveillance footage appeared to show an intentional strike and that the investigation could support criminal charges. ICE said Parra Hernandez ran in front of its vehicle and was struck as officers pursued people fleeing the operation. Parra Hernandez, 48, suffered leg injuries requiring surgery, according to his advocate and family. Reports say he underwent surgery on one leg, while his family described two broken legs. He was in ICE custody as of Wednesday morning, according to Teare. The video described in the reports shows two men leaving a white truck and running as a dark SUV follows one of them. It does not clearly show the impact: a vehicle blocks the camera’s view, and the man is seen on the ground behind the SUV moments later. Teare said investigators had reviewed additional footage and that it appeared to show the vehicle striking Parra Hernandez.
