Delhi police have arrested four men and said they have foiled a plot to carry out a terror attack in the national capital, allegedly orchestrated by a Pakistan-based Inter-Services Intelligence (ISI) handler. The arrests were made in a series of coordinated raids across Punjab and Delhi following intelligence inputs.
