UVU Review Finds Major Gaps in Kirk Event Security

Utah Valley University’s external review of the security preparations for the September 10, 2025, event where Charlie Kirk was killed found that the school lacked a comprehensive written security assessment and event action plan, and did not consistently apply its major-event policies. The 158-page report also concluded that no university employee or agent acted in bad faith or with willful and wanton disregard for safety. The review, commissioned and released by the university on September 25, examined planning for Kirk’s appearance in an outdoor courtyard on the Orem campus. It said university officials raised concerns about the location and suggested alternatives, while a Turning Point USA representative pressed to use the courtyard. The report described the venue and ticketing choices as consequential, saying the setting was harder to control and the organization’s ticketing system limited the university’s ability to estimate attendance reliably. According to the report, planning did not include a documented line-of-sight assessment, a formal event action plan, or a pre-event briefing and walkthrough involving key security personnel.
