US Sanctions Cybercrime Marketplace Xinbi Guarantee
U.S. authorities have sanctioned Xinbi Guarantee, a Chinese-language online marketplace accused of facilitating billions of dollars in cybercrime, and two affiliated companies. The U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) announced the sanctions on September 9, 2026, targeting the platform for its role in connecting cybercriminals with services for fraud, money laundering, and other illicit activities that primarily target Americans. In parallel actions, the U.S. Department of Justice announced that its Scam Center Strike Force had seized or restrained more than $52 million in cryptocurrency linked to Xinbi and its vendor network within a single day. The Justice Department also stated that a U.S. court had authorized the seizure of Xinbi-related Telegram channels on September 7, 2026. Officials described Xinbi Guarantee as a transnational criminal organization operating on the encrypted messaging app Telegram, functioning as a peer-to-peer escrow service for illicit goods and services. Treasury officials allege that Xinbi Guarantee processed approximately $24 billion in digital assets and traditional currency since its establishment around 2022.
