UK Government Plans Neonatal Cot Cams After Letby Inquiry

The UK government is urgently developing plans to install livestreaming cameras in neonatal units across England following the publication of the Thirlwall Inquiry report into the crimes of former nurse Lucy Letby. Health Secretary Yvette Cooper announced the initiative, which she described as a key response to the inquiry's findings of systemic failures at the Countess of Chester Hospital. The 822-page report, published on September 15, 2026, concluded there was a "complete failure to protect babies" due to a lack of understanding that safeguarding action is required when a staff member is suspected of causing deliberate harm, and does not require certainty of guilt. Inquiry chair Lady Justice Thirlwall found that some babies would have been saved and others protected from harm if concerns about Letby had been acted on earlier. The inquiry identified several missed opportunities to intervene, including a cluster of three baby deaths in June 2015 and an insulin result concerning a baby boy in August 2015 that was disregarded.
