The promise, which Trump has dubbed the "Trump Dividend," would cost an estimated $1.2 trillion and includes a requirement that the money be spent within the United States. Speaking to reporters on the tarmac in Shannon, Ireland, on September 13, Trump stated the checks are "going forward" and that he knows "exactly how we're going to pay for it," citing tariff revenues. He tied the promise directly to the election outcome, saying, "If the Republicans win, you win with us and you get $5,000." The administration is deliberately delaying a formal proposal. White House Budget Director Russell Vought confirmed the strategy in an interview, stating the White House will wait until after the November midterms to "come forward with Congress with a proposal and get that conversation started." Vought called the idea "genius" and expressed confidence that tariff revenues and deficit savings could fund the program.
