States and FCT report N5.15tn in 2025 revenue

Nigeria’s 36 states and the Federal Capital Territory generated a combined N5.15 trillion in internally generated revenue in 2025, a 40.93% increase from N3.65 trillion in 2024, according to a National Bureau of Statistics report. Lagos led the jurisdictions, contributing about N1.77 trillion, or roughly 34% of the total. The NBS’s 2025 Internally Generated Revenue at State Level report, released on Thursday, showed that tax revenue accounted for N3.79 trillion, or 73.64% of the combined total. Revenue generated by ministries, departments and agencies contributed N1.36 trillion. Pay As You Earn tax was the largest tax source, bringing in N2.64 trillion. That was 69.51% of tax revenue and about half of all IGR recorded across the states and the FCT. PAYE is deducted from employees’ wages and salaries in the formal sector, according to the report. Withholding tax contributed N503.46 billion, while other taxes generated N300.21 billion. The revenue totals varied widely among jurisdictions. Rivers ranked second with N428.42 billion, followed by Enugu with N406.77 billion. The FCT recorded N356.34 billion and Ogun N252.36 billion. At the lower end, Yobe recorded N16.
