Senate to Vote on Digital Asset Clarity Act

The U.S. Senate is scheduled to hold a procedural vote on September 15 on the Digital Asset Market Clarity Act, a bill aimed at establishing a comprehensive federal regulatory framework for digital assets. The legislation proposes to divide oversight between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC), classifying tokens as securities or commodities to determine jurisdiction. However, the bill faces significant hurdles, with unresolved disputes over stablecoin rewards, safeguards against illicit finance, and ethics rules for officials holding digital assets. Treasury Secretary Scott Bessent has urged senators to advance the bill, warning that continued delays could weaken U.S. leadership in the cryptocurrency sector and hinder efforts to prevent digital assets from being misused. He emphasized that clearer rules could encourage crypto companies and investment to remain in the United States and support dollar-backed stablecoins. Both cryptocurrency advocates and community banking groups have intensified lobbying efforts ahead of the crucial vote.
