Senate Hearing Raises Questions About Flock Camera Network

The Senate Judiciary Subcommittee on Crime and Counterterrorism heard bipartisan concerns Wednesday about Flock’s surveillance camera network, its data security and how law enforcement searches and shares information. Flock CEO Garrett Langley did not testify, sending a letter instead, while witnesses described a Florida woman’s arrest after investigators linked her vehicle to a fatal crash using a camera image. Langley’s letter, read to the subcommittee, said Flock conducts little oversight of customer searches and relies on client agencies to police themselves. It also said agencies own and control their search records and set data-retention rules. The letter noted that until last year, customers could enter a search reason in a free-text field. Lindsey Isaacs testified that a Flock camera image contributed to her arrest in an investigation into a crash that killed three people in October 2025. She spent 13 days in jail before being released. According to her account, the camera placed her vehicle miles from the crash scene.
