Senate Republicans and Democrats remain deadlocked over ethics provisions in the CLARITY Act, a comprehensive cryptocurrency market structure bill, just hours before a critical procedural vote scheduled for September 15, 2026. The impasse centers on enforcement authority for conflict-of-interest rules, particularly regarding President Donald Trump's crypto holdings, and has sharply lowered the bill's chances of passage. Republican Senator Cynthia Lummis rejected a counterproposal from Senate Democrats late on September 14, calling it virtually identical to previous positions and demanding real negotiations. "They need to actually start negotiating instead of resubmitting the same demands and calling it progress," said Lummis's spokesperson, Katie Warbinton.
