Russia and China Veto UN Iran Sanctions Monitoring Panel

Russia and China vetoed a United Nations Security Council resolution on Thursday that would have extended the mandate for an independent panel of experts monitoring international sanctions on Iran. The veto effectively ends the UN's primary mechanism for investigating sanctions violations, creating a monitoring gap just ten days before the panel's authorization was set to expire on September 27, 2026. The resolution, drafted by the United States, received 11 votes in favor. Pakistan and Somalia abstained. The panel of experts was originally authorized a year ago after France, Germany, and the United Kingdom triggered the "snapback" mechanism of the 2015 nuclear deal, which reimposed UN sanctions on Iran in September 2025. However, the experts were never appointed due to disagreements among member states, leaving the sanctions committee without its investigative arm.
