Oxygen Forensics executives charged over alleged Russian ties

Federal prosecutors have charged Oxygen Forensics CEO Lee Reiber and Russian national Oleg Davydov with conspiracy to commit wire fraud, alleging they concealed Russian ownership, control and software-development ties while the company sought U.S. government business. The allegations are contained in a criminal complaint and have not been proven in court. Authorities said Reiber was arrested in Idaho and Davydov at London’s Heathrow Airport. U.S. authorities said they expect to seek Davydov’s extradition from Britain. Reiber is expected to be arraigned in federal court in Los Angeles in the coming weeks, according to the reports. The Justice Department alleges that five Russian nationals, including Davydov, owned and controlled the Virginia-based company through a Cyprus holding company, and that its software was developed and managed by a team in Russia. Prosecutors say Reiber represented to U.S. agencies that the company had no foreign ownership or control and that Russians were not involved in developing the software.
