OpenAI Calls for U.S. to Lead Global AI Standards Push

OpenAI has called on the United States to spearhead the creation of global technical standards for advanced artificial intelligence systems, focusing on rules for incident reporting and the governance of recursive self-improvement. The proposal, detailed in a blog post published on September 21, 2026, argues that U.S. leadership is essential to prevent a fragmented and conflicted global AI governance system. The company's plan specifically seeks shared international rules on which AI incidents must be reported and common standards for evaluating recursive self-improvement, a concept where AI systems can autonomously enhance their own capabilities. OpenAI suggested this work should be conducted through existing national AI safety institutes, including the U.S. Center for AI Standards and Innovation within the Commerce Department. The timing of the proposal coincides with significant diplomatic events. OpenAI CEO Sam Altman is scheduled to address the UN Security Council on September 23 to discuss AI and international security. He will also attend a White House state dinner for Chinese President Xi Jinping on September 24.
