NYC Mayor's office Signal use with influencers questioned

Published 5 September 2026

New York City Mayor Zohran Mamdani's administration is coordinating with approximately 200 social media influencers through an encrypted messaging application, raising concerns about compliance with city recordkeeping laws. The network, which receives content directly from City Hall, uses a Signal group chat named "NYC Creators Announcements" to share talking points, video clips, and updates about municipal programs. The operation grew out of "Creators4Zohran," a network of online supporters who backed Mamdani's successful 2025 mayoral campaign. City Hall Director of New Media and Cultural Communications Emilia Rowland and her staff reportedly manage the Signal group, disseminating daily materials to the creators. While influencers are not directly paid by the city for participating in the group or for their general coverage, some have received taxpayer-funded compensation from city agencies for specific advertising or public messaging campaigns. These campaigns have promoted initiatives such as voting, healthcare, immigration, tenants rights, participatory budgeting, and composting.
