Leaked Report Alleges Moroccan Agents Guided Ceuta Migrant Crossings

A Spanish police intelligence report has identified members of Morocco's intelligence services among the tens of thousands of people who crossed into the Spanish enclave of Ceuta on July 30 and 31, 2026. The report, compiled by the National Centre for Immigration and Borders (CENIF) and submitted to the National Court, alleges that uniformed Moroccan gendarmes and plainclothes agents actively guided the migrants, contradicting the Spanish government's public account that the crisis was spontaneous. The document, which was leaked to the press on September 1, describes the entry of more than 70,000 people as a planned operation. It states that Moroccan gendarmes directed crowds on the ground under the guidance of officers in plain clothes. The report was sent to Judge María Tardón, who is investigating whether the crossings constituted an offense against Spain's independence. The Guardia Civil has since drawn up a second report for the court, identifying specific Moroccan intelligence agents who entered Ceuta concealed among the migrants, according to a September 3 report. The findings have sparked a major political controversy.
