Immigrant Rights Group Sues DHS Over Maryland Warrantless Arrests

An immigrant rights group has filed a class-action lawsuit against the Department of Homeland Security and U.S. Immigration and Customs Enforcement, alleging that agents are conducting unconstitutional warrantless arrests across Maryland. The lawsuit, filed in the U.S. District Court in Baltimore, seeks an injunction to halt the practice and was brought by We Are CASA on behalf of four Maryland residents. The complaint accuses ICE agents of engaging in racial profiling by targeting individuals perceived to be Brown or Black immigrants without warrants or probable cause. It details allegations of aggressive tactics, including smashing car windows and using unmarked vehicles. One plaintiff, U.S. citizen Samuel Guzman, alleges he was arrested in an Annapolis parking lot in June 2025, handcuffed, and told by an officer, "If you are an American citizen, why don't you speak better English?" The lawsuit seeks class-action status for anyone arrested in Maryland for alleged immigration violations without a warrant since January 20, 2025. The Department of Homeland Security has denied the allegations, calling them "disgusting, reckless, and categorically FALSE.
