House Committee to Markup Strategic Bitcoin Reserve Bill
The U.S. House Financial Services Committee is scheduled to hold a markup on Wednesday for legislation that would codify a Strategic Bitcoin Reserve into federal law, imposing a mandatory 20-year holding period on government-held Bitcoin. The bill, H.R. 8957, known as the American Reserve Modernization Act of 2026, is set for consideration at 10:00 a.m. ET on September 16 in Washington. Introduced by Republican Representative Nick Begich of Alaska in May, the legislation has Democratic Representative Jared Golden of Maine as a co-lead. It would require the Treasury Department to establish a Strategic Bitcoin Reserve within 180 days of enactment, creating a formal statutory framework for the reserve that President Donald Trump initially created through an executive order in March 2025. The bill's central provision mandates that Bitcoin deposited into the reserve cannot be sold, swapped, auctioned, or otherwise disposed of for at least 20 years. After that period, the Treasury secretary could recommend selling up to 10% of the reserve during any two-year period.
