Gates Urges Government Safeguards for Advanced AI

Bill Gates is urging the U.S. government to require safeguards, monitoring and recordkeeping for advanced artificial intelligence systems, warning that a kill switch alone would not prevent people from using AI to cause catastrophic harm. He said the technology could help enable events resulting in a billion deaths, describing a possible consequence of deliberate misuse rather than predicting that such a toll is imminent or inevitable. In an interview that aired September 27, Gates argued that technology companies should not be left to regulate themselves. He said government officials and law enforcement should help determine what protections are required and how sophisticated AI systems are used. The measures he described include monitoring systems and keeping records of their activity. Gates said an emergency shutdown mechanism would not be enough because it might only be used after dangerous activity had begun. In his view, safeguards and oversight are needed beforehand to identify and address misuse.
