Ethics Complaint Filed Against Boebert Alleging Staff Relationships

A sworn ethics complaint has been filed against Rep. Lauren Boebert, alleging that the Colorado congresswoman engaged in sexual relationships with three of her congressional staffers and arranged a $200,000 payment to one to prevent her from filing an ethics complaint. The complaint, submitted on September 17, 2026, to the House Ethics Committee by David B. Wheeler of American Muckrakers, names former District Director Clarice Navarro, current District Chief of Staff Raven Finegan, and former Chief of Staff Jeffrey Small. It alleges that Boebert's conduct violated House Rule XXIII, which prohibits members from engaging in sexual relationships with employees under their supervision. This rule was adopted in 2018 following a series of harassment cases in Congress and was previously used in the 2019 ethics probe of former Rep. Katie Hill. According to the complaint, Boebert's relationship with Navarro lasted from 2021 through January 2025 and involved sexual relations during and after office hours, in the district office, in a vehicle for which Navarro collected House mileage reimbursements, and in hotel rooms paid for by Boebert's campaign.
