Delhi to Regulate PGs and Coaching Centers Within 6 Weeks

The Delhi government is moving to implement a comprehensive policy and a digital portal to regulate paying guest accommodations and coaching institutes, aiming for rollout within the next six weeks to 1.5 months. The accelerated initiative follows a recent building collapse in Satya Niketan that resulted in seven fatalities and highlighted safety concerns in student housing. Education and Urban Development Minister Ashish Sood announced the plan after meeting with students to address their living conditions and safety issues. The proposed regulations will require PG operators to obtain licenses, conduct police and municipal verifications, and install CCTV cameras with footage retention for 30 days. PGs housing 15 or more students will need a licensed night guard, and all establishments must maintain visitor registers, limiting non-resident entry to specific hours. A designated onsite warden or one within 500 meters, available within 15 minutes during emergencies, will also be mandatory. A central feature of the new policy will be a mandatory digital portal where PG owners must declare details such as rents, meal plans, provided facilities, and structural safety compliance.
