BRICS Leaders Condemn Pahalgam Attack in New Delhi Declaration

BRICS leaders unanimously condemned the April 2025 terror attack in Pahalgam, Jammu and Kashmir, in their New Delhi Declaration adopted on Saturday, calling for zero tolerance for terrorism and accountability for perpetrators. The declaration, issued at the conclusion of the BRICS summit in New Delhi, specifically referenced the attack that killed 26 people on April 22, 2025, marking the second consecutive year the bloc has condemned the incident. The joint statement from the leaders of Brazil, Russia, India, China, South Africa, Saudi Arabia, Egypt, Ethiopia, Indonesia, Iran, and the United Arab Emirates expressed strong condemnation of any acts of terrorism as criminal and unjustifiable, regardless of their motivation, whenever, wherever and by whomsoever committed. The declaration urged states to ensure zero tolerance for terrorism and reject double standards in countering it, while emphasizing that states bear the primary responsibility for combating terrorism. The BRICS leaders reaffirmed their commitment to combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists, terror financing, and safe havens.
